The responsibility of the administration for the poor quality of public utility services.

Abstract

The principle is that the administration, through its management of the public facility, provides high-quality services, and with continuity and to all beneficiaries and beneficiaries of this service, but errors may occur in the management of these facilities that lead as a result to the provision of a bad public service, or interrupted, or temporarily stopped, and all this falls under the name (elbow error), which is based on the fact that the facility has caused damage to individuals, because the facility did not perform the service in accordance with the established rules in force, or that one of the Employees of the facility caused the error while performing the work of its function, and accordingly, the terms elbow error and public facility error are synonymous and perform the same meaning, which is elbow error, as the administration alone bears compensation for those who are harmed as a result of the elbow error or the error of the public facility.
