Abstract

Public employment occupies a prominent position in administrative law, given its paramount importance in the modern state. With the increasing burdens and responsibilities on public administration, the need to
effectively meet societal demands has become urgent. Therefore, regulating the public employment sector in the country requires significant efforts to achieve optimal performance, as public employment is the primary tool for implementing the state's plans and programs.
